The first step to getting the Relic Rod is to meet Dr. Finneus at (1170, 132, 2456) GPS Coordinates. After speaking with him, he will ask you to collect 10 Prehistoric Fish Bones from various locations around the map. These are regular collectible entities, each with their own rarity that can be reeled out of the water like any fish. So, follow the given table and fish the Bones from the prescribed locations.

One, you have to collect all ten Prehistoric Fish Bones; Dr. Finneus will hand you a note containing the location of the secret Archaeological Site at (4040, 130, 80) , where you can find the Relic Rod.
At the Archaeological Site, you will find a stone panel that will lead you inside the cave containing the Relic Rod. To access this door, you have to press the glyph symbol on the panel as given in the note provided by Dr.Finneus.
